Project Coordinator Handicap International-Belgium
Location: Male, the Republic of Maldives
Handicap International-Belgium is seeking a highly motivated individual with survey and epidemiological experience to fill the position of Project Coordinator. This is a one-year position starting in September 2008, in order to oversee and help implement a nationally-representative survey on disability in the Maldives.
Handicap International-Belgium (HIB) is an international organization headquartered in Brussels whose aim is ensure the full rehabilitation and integration of persons with disabilities. It currently operates programs in 13 Asian, African, and Latin American countries and works across a wide spectrum, with prevention projects (in maternal and child health, road safety, and disabling illnesses such as HIV/AIDS), rehabilitation and inclusion projects (community-based rehabilitation, physical rehabilitation centers, inclusive education, and socio-economic integration), and human rights (through support to disabled people’s associations). In addition, HIB has mine awareness and action projects, and is currently responding to crises in China, Burma, and the DRC. Finally, HIB is an international advocate on various issues including the global cluster munitions ban.
The Maldives is a Muslim nation composed of close to 1200 islands in the Indian Ocean, 200 of which are inhabited. It has a total population of 300 000. According to the 2003 “Report on Survey of People with Disabilities”, published by the Ministry of Gender and Family, an estimated 3.4% of the population is disabled, although this is likely an under-representation due to the methods used. Handicap International Belgium’s Maldives program was initiated in response to the December 2004 tsunami, which washed over all but 9 of the islands. Current projects include supporting the government in its development of a national policy on disability, and, on selected islands, disability awareness and empowerment campaigns and community-based rehabilitation activities. The Project Coordinator will be responsible for managing all aspects relating to the design and implementation of a nationally representative survey on disability, which is one of the Maldives program’s key activities.
Description:
This position will be focused on coordinating, from start to finish, the design and implementation of a nationally-representative survey on disability. This survey is intended to provide information on the impact of disability in people’s lives, through the lens of the United Nations Convention on the Rights of Persons with Disabilities, which entered into force on May 3, 2008. The responsibilities of the Project Coordinator will be to initially analyze existing data, identifying gaps, and design a survey that includes both quantitative and qualitative components on islands that have not previously been surveyed. This will include selecting several remote islands and assessing the situation of persons with disabilities, prevailing attitudes, and inclusion/participation in society. This will also include surveying service providers. The Project Coordinator will work closely with the relevant government ministries.
Responsibilities include:
- Perform an initial thorough analysis, and reformulation, of existing information and data
- Coordinate and manage the survey process with the research and survey teams, and with the Maldives- and Brussels-based staff
- Supervise all stages in the survey design and implementation (including defining aims and objectives; choosing the appropriate theoretical framework for the definition of “disability”; choosing the methodology; choosing the most appropriate tool for detecting disability; training the survey team; analysis and reporting phases, etc.)
- Organize and supervise the field organization (including recruitment and management of the survey team; arranging transportation and accommodation; creation of survey tools; preparing supplies and materials, etc.)
- Design and implement survey trainings
- Maintain regular contact with the research consultants
- Set up and coordinate the survey advisory group
- Ensure the quality of the data collected
- Submit periodic progress reports to the advisory group and to HIB
- Analyze preliminary data
- Organize the end-of-survey workshop to share preliminary results
- Manage the survey budget
- Synthesize and compile all tools and materials into a comprehensive toolkit
- Prepare final report
Skills/Experience required:
- MPH, MHS, MS, MA or PhD
- Previous survey experience, including hands-on experience with the survey design process in low-resource settings
- Preferred background in public health and/or medical anthropology
- Preferred knowledge of epidemiology
- Knowledge of sampling techniques and mixed method data collection strategies
- Experience working with consultants and institutional partners (government ministries)
- Experience in substantive search, review and analysis of existing literature and data
- Excellent quantitative and qualitative skills
- Preferred knowledge of international human rights law and norms, especially as applied to people with disabilities
- Strong problem solving skills and analytical capabilities
- Ability to multi-task and to be effective in time-sensitive situations
- Excellent English communication skills – both written and oral
- Ability to work effectively in a team
- Willingness to live overseas
- Willingness to travel
- Strong statistical analysis skills desired
- Software experience (Excel, and either Stata, SAS, S-PLUS, SPSS, Epi-Info) desired
- Previous budget management experience desired
- Previous experience working with disabled populations desired

International Relief and Development (IRD) is seeking a Senior Program Officer in Food and Nutrition to work in the Sustainable Food and Agriculture Systems unit. The program officer would be responsible for program development resulting from field assessments, literature reviews, and academic background according to USDA, USAID, foundation, or private sector guidelines related to nutritional security and sustainable food systems; providing technical assistance and oversight of IRD field programs in the area of food and nutrition; providing guidance on nutritional assessments and monitoring and evaluation of food and nutrition programs and; ensuring compliance of all food and nutrition grants according to donor requirements. This position requires 7 to 10 years experience in overseas development, with at least 7 years working in a nongovernmental organization or the US government.

THE INTERNATIONAL TRUST FOR TRADITIONAL MEDICINE was founded in 1995 as a non-profit, registered public charitable Trust dedicated to the study and research of Indo-Tibetan and allied medical systems. The ITTM centre, Vijnana Niwas ('House of Knowledge') is located in the village of Madhuban ('Honey Forest'), three kilometres outside the town of Kalimpong at an altitude of 1,350 meters (4,500 feet). Set in India's eastern Himalayas in a large wooden British colonial house, ITTM is surrounded by extensive gardens of Himalayan medicinal plants. ITTM is a dynamic community of academics and volunteers from all over the world that has thrived for over ten years by fostering the skills, interests, and passions of those who have chosen to take part in it. ITTM offers an excellent base for ethnographic fieldwork and a meeting place for anthropologists, ethnobotanists, medical students, and other researchers. ITTM's extensive network of contacts with local medical practitioners and experts in traditional medicine, its library of traditional medicine and Himalayan culture, and its quiet ambience offers an exceptional place to study, conduct fieldwork, write up notes, or work on one's thesis, books, or papers. Researchers include undergraduate students and students conducting field research for their Masters, Ph.D., and postdoctoral theses. To support research and other interests, ITTM offers contacts with the local Tibetan, Nepali, and indigenous Lepcha communities, medicinal practitioners, healers, herbalists, and others. Position Description:
Community Based Research Team Leader(CBR-TL) position is a member of the National Capacity Building Assistance (CBA) Program and leads community based health research within the program related to program interventions, social marketing interventions and provides overall program evaluation support to the National CBA program. The position will also support planning of research activities within the department. The CBR-TL position will report to the National Program Manager. Some weekend work and travel required. This position is housed in the Community Development & External Affairs Department.
Major Responsibilities:
Provide technical expertise and assistance to community-based organizations to strengthen their prevention programs serving A&PIs on scientific program effectiveness, which includes consultation, training, and technology transfer of science to practice
Lead evaluation projects to assess program interventions for their effectiveness on culturally competent health promotion and care for A&PIs
Documentation projects include: program best practices, program models, cultural competence guides and case studies for publication
Formative research projects on evaluation of national social marketing campaigns
Provide technical support to the National HIV capacity building program in the US and Pacific Island Jurisdictions
Support planning of research activities in the department
Represent the agency at public events and conferences
Support related duties as assigned
Minimum Qualifications:
PhD in social sciences or related fields. Alternately a master's degree in public health, epidemiology, social sciences or related field with 5 years experience conducting research (formative research, monitoring and evaluation) in health preferably HIV/AIDS.
2 years of proven experience working on HIV or health related issues
2 years of experience working with Asian & Pacific Islanders or other communities of color
1 year track record of working with community-based organizations
Sensitivity to non-profit culture and government funding
Ability to work effectively with diverse organizations, groups and individuals serving A&PI communities
Strong interpersonal communication and writing skills, with sensitivity to appropriate delivery depending on target and audience
Ability to work independently and in a team setting
Essential Mental Functions:
Research, examine, and understand data and have the ability to think and communicate effectively and creatively.
Essential Physical Functions:
Occasional to frequent travels to off-site locations such as bars, clubs, street alleys, etc, environments can be unpleasant with high noise levels, violent or aggressive people and exposure to extreme heat or cold. Hours of work are beyond regular work schedule. Frequent lifting, carrying, pushing and pulling of objects up to 30 lbs.

Researcher, Harvard Initiative for Global Health
The Harvard Initiative for Global Health (www.globalhealth.harvard.edu) is seeking a researcher to assist with projects dealing with HIV testing, treatment, and prevention. The researcher will coordinate multi-site operational research projects, provide training and technical assistance to collaborators in selected sites, assist with the organization of workshops, and contribute to data analyses and writing publishable papers. Although this one-year renewable position is based at The Harvard Initiative for Global Health, residence in Geneva is required as is occasional travel to research sites.
Required Education, Experience, Skills:
- Minimum Master’s degree, Doctoral level training preferred, in a relevant social science or public health field (epidemiology, behavioral sciences, population, and international health)
- Experience with systematic reviews and with data analyses, preferably quantitative and qualitative
- Familiarity with HIV treatment and prevention issues
- Experience with public health research in diverse settings is helpful
- Excellent writing and organizational skills
